We're going to have an issue with admins for the National Education Policy Center. They have several that are affiliated with the Center but don't have Identikey/colorado.edu email addresses.

Need to determine registration options.

Open - I do not like this option Controlled - Send email to recipients to allow creation of account. (Not sure if Rails option exists) Create an account - Send account info to recipients. Allow user to update password.
