For me, the place where it should be is the help menu. There is but it seems complicated to me as user as well as developer.
In another project we used the preference page to place a link to the issue tracker:
As a developer, ideally I would just put an issue tracker url in my feature XML and have the RCP take care of where to put the context menus and help menu entries.
