Load html descriptions #3

Descriptions imported into the CMS should include html for links, paragraphs, and other basic elements.

@saumier this one event looks good: PASSED. One thing: there is a typo (an extra space before the last footnote). I didn't correct it at this point so that the event will continue to be automatically updated by the aggregator. Does this make sense to you?

This extra space is in the original.
