WBD from The National Map does not have enough detail. We need a higher resolution source or continue to use the polygons that were obtained from NHDPlus.
Good news!
EPA has published NHDPlus catchments at https://inlandwaters.geoplatform.gov/arcgis/rest/services/NHDPlus/NHDPlus/MapServer/6 (This service supports dynamic layers - meaning that we can change the polygon styles and colors as needed. And the resolution of these catchments matches what we are currently using.)
Terms of Use:
WATERS mapping services provide access to feature layers via ESRI and Open Geospatial Consortium EXITservice formats. Users can consume WATERS datasets using client applications such as ArcGIS Desktop, Bing Maps, Google Maps, Leaflet, Google Earth and/or ArcGIS Explorer. Developers can utilize these services to incorporate WATERS feature layers into their own mapping applications. EPA and USDA publish interactive map services and downloadable data of streams, watershed boundaries, and water quality. Should we point iCreek to these services so that we are not rehosting the same content?
