re organize export of susie results #892

  1. merged gwas and qtl export section, the code could be simpler if we move these parts to a separate script but since this is work now, this is not prioritized
  2. added the option to continue export on specific regions, or ignore the existing ones.
  3. re orgnized the way to overlapping gwas and qtl data based on the new results in point1.
  4. have tested with demo data (including the new Kellis data in s3) successfully.
