The configuration of item size (-I) does not work?

What steps will reproduce the problem?
1.start the memcached with option -u root -m 1024 -I 10m -d
2.create a client of memcached 
3.set a value in memcached which bigger than 1m

What is the expected output? What do you see instead?
expected a True return,but i'v got a 0 

What version of the product are you using? On what operating system?
memcached version 1.4.2 on Linux RedHat 5.5
