Adds the ability to upload to Windy.com

Hi David, solar isn't documented on their API at the moment (I've anticipated it may appear at some point with the same param name as WU like their other params), so the ini file entry is readonly - it doesn't write it back. There are quite a few settings like that. It means if Windy enable it, users can start using it when I magically reveal the hidden setting without having to generate a new release!

Yeah, your syntax is more modern, I followed the convention used in the other similar functions.
