Footer Overlay Not Working #182

CBOX member Magnus Holmgren reports that the Footer Overlay is not working. The header overlay works fine, and he is expecting the same results from the footer overlay. Cbox user Marci Abraham reports that the footer setting are not working, and Magnus Holmgren reports that the Footer overlays are still not working (he reported this awhile back).
I have noticed the same - footer settings are not working - cannot change background colors via theme options.
