This is really a buddypress-docs bug. See https://github.com/boonebgorges/buddypress-docs/issues/554 for details.

As a temporary workaround, I've put a copy of manage-folders.php into cbox-theme. This lets us work properly with bp_locate_template(). This template file can be removed once the buddypress-docs bug is fixed. I'll leave this issue open until we've got the final fix in place.
