Skip Broken Link Checker options during clone #443

See https://cboxopenlab.org/groups/help-forum/forum/topic/database-error-message-in-broken-link-checker-plugin-in-cloned-ol-site/ for background. The proposal is to skip the wsblc_options option, which will in turn trigger broken-link-checker's database installation routine.

The broken-link-checker plugin has recently undergone a major rewrite, so we should first verify (a) whether this is still an issue after the rewrite after all, and (b) whether this fix will still work.

I've tested both the legacy and the rewritten broken-link-checker. Their plugin activation processes are similar. I've added the necessary skips, so that BLC automatically installs itself correctly on the newly-cloned site.
