Port Template Chooser fixes from City Tech OpenLab

This ticket is for Boone to review whether the fixes we made to the template chooser for the City Tech OpenLab in 3227 should be ported to CBOX OpenLab.

I've taken a look at the Redmine ticket and at what's currently in CBOX-OL. It doesn't appear to me that any of the issues that were present on the OpenLab are occurring in CBOX-OL, because they all came from the compatibility layer that was required to use the template picker on the OpenLab. @bree-z Perhaps you could review yourself before closing this ticket.

Thanks Boone. I'm not sure if I'm seeing the same thing on openlabdev.commonsinabox.org as we did in 3227, but I tried the following two things:

1. Set the default template for projects, then disassociate that template from projects.

• There were two published project templates: General Project Site Template and Department Site Template. 'General Project Site Template' was the default.
• I disassociated 'General Project Site Template' from projects by unchecking the category "General: Projects".
• Without selecting a different default template, I created the following project site, which used the 'General Project Site Template': https://openlabdev.commonsinabox.org/project-template-test-120623/
• When I went to Group Settings > Projects, I saw both templates listed, with 'General Project Site Template' still the default.
• I changed the default template to 'Department Site Template' and created a new site, the correct template was used: https://openlabdev.commonsinabox.org/project-template-test-120623-2/

2. Set the default template for certain group types, then unpublish the default template.

• There were two published club templates: Site Template – Clubs and SGA Clubs. 'Site Template – Clubs' was the default.
• I unpublished 'Site Template – Clubs'
• I created the following club site, which used 'Site Template – Clubs': https://openlabdev.commonsinabox.org/clubs-template-test-120623/
• When I go to Group Settings > Clubs, I see both templates listed, with 'Site Template – Clubs' still the default.

Thanks for spelling this out. I now recall some of the more unpleasant details of the original report. I've ported some of the logic introduced on the OpenLab.
