tgenv install latest:^xx breaks when latest version of Terragrunt is a pre-release #14

This is command that my installer is failing on: tgenv install latest:^0.23

With the current version being 0.23.36-alpha.1 results in the following error:

[INFO] Installing Terragrunt v0.23.36
[INFO] Downloading release tarball from https://github.com/gruntwork-io/terragrunt/releases/download/v0.23.36/terragrunt_linux_amd64
#=#=#
curl: (22) The requested URL returned error: 404 Not Found

tgenv: tgenv-install: [ERROR] Tarball download failed

This was interesting as I had run a successful run of the installer less than an hour previously.

This issue is still present. Any updates here? Latest is again broken with version 0.57.9
