Also updated list_all_versions_offline(by running bin/tgenv list-remote > list_all_versions_offline)
How I manually verified it works
Manually installed the latest version using
bin/tgenv install latest -> installs the latest version
bin/tgenv install 0.40.0 -> installs specific version
Tests (the test_install_and_use.sh file) failed before this PR and still are
