Invalid urls in repobrowser for SVNParentPath

if the svn server is not absolutely set up correctly, then a trailing slash is 
added to the urls up to the repository roots, which later leads to double 
slashes in the full urls. This causes for example the revision graph to fail.

(the wrong setup is that the <Location> block has the path specified with a 
trailing slash, which is incorrect)

To solve this problem, we should try an work around such incorrect setups.
