bug-id field not set correctly for a restarted commit

I think I discovered a bug regarding the issue ID field and log messages. If 
one has added a issue ID field for entering Mantis bug IDs to a report it can 
happen that the commit dialogue puts the log message text into this field 
rather than the log message field.

I think this happens when a commit failed because of an outdated working copy. 
When you updtae the wc and then recommit the last log message you tried to use 
on that failed commit is to be restored by the commit dialogue, but I guess the 
dialogue puts it into the first input field of the dialogue, which is in case 
of an enabled bug id field that one instead of the log message field.

If you click the "last messages" button and select one that message is being 
put into both fields: bug ID and log message memo field.

The bug ID field is enabled via svn:bugtraq:message and svn:bugtraq:url 
properties.
