clarify application.yml usage #644

Currently we have default values in config/application.yml.template and are writing to the default section of config/application.yml via ansible. Consider writing to the production section via ansible, and/or adding a comment to the template explaining the setup.

@acozine - closing this here since the active repository is now on UCSBs github. I can't tell if there should be a corresponding ticket opened there or in ansible-hydra
