Offline lookup (e.g. LCSH is down, need to look up names) is a goal of the project. To serve this, plan caching strategy, pre-warming, and scale of cache (cache all of LCSH?).

This seems to have settled out in the comments of ldf#44. Closing this ticket and moving the implementation to ready.
