Meet with CHF to iron out any data modeling issues.

LinkedVocabs::Controlled/Oargun::Controlled serve as a starting place for this work.

Honestly, they are both too heavy weight given the work we've done so far, but the basic needs are the same: set-up a controlled vocabulary for use on a property & allow indexing to Solr.

I will talk with @hackmastera about current experiments on tues/wed.
