This PR reverts a number of commits to main that had not been tested or accepted by stakeholders. In particular, it removes and untested "Subscribe for Updates" feature link in all page headers.
The goal of this PR is to restore end-user functionality to the same state it was in at release v5.1.1 while retaining security patches and other systems maintenance work that has been applied since that release.
