Use the object id to construct a Datacite DOI #155

Datacite DOIs will be of the form 10.[institutional_prefix]/[object.id]. The object id is an ARK generated by Hyrax. This was discussed in a demo meeting on 2017-11-20.

Code coverage is going down here because a well tested module is removed entirely. I believe this should not block merge.
