Setup OkComputer and add DataciteConnectionCheck #184

Add an OkComputer endpoint ensuring that a datacite connection exists. In production, this creates a DOI on the test prefix and ensures that it can be retrieved.

A real username and password for the OkComputer endpoint must be added to .env.production.
