Revert publisher removal #261

The publisher field was removed in the process of closing #203. That ticket had no acceptance criteria and the solution significantly over-reached the intended impact.

Fixes #245; Fixes #260 as well as several other previously unidentified issues.

Reopens #203, which needs to be rewritten with acceptance criteria.

This reverts commits 1d97dece285bd27f31b6d5997b85fb95afd43255, 075636761a4559e06a4ee791ae7600e417d3a9a5, and ac06724da0ff79efb01784dc6e4377c1fdfeff0c.
