BUG: Converting collection type does not add it to master container

BUG If I Upgrade to course collection on a personal collection or Downgrade to personal collection on a course collection, the modified collection no longer displays in the collection panel on the left of the screen.

ACCEPTANCE

• [ ] When I upgrade a personal collection to a course collection, the upgraded collection appears in the "Course Collections" list at the left of the screen
• [ ] When I downgrade a course collection to a personal collection, the downgraded collection appears in the "My Collections" list at the left of the screen

I.E.

• [ ] when upgrading a course, it gets removed from tufts.uc:personal_username and added to tufts:root_collection
• [ ] when downgrading a course, it gets removed from tufts:root_collection and added to tufts.uc:personal_username
