Change upgrade/downgrade buttons to text links with glyphicons #116

As an admin user when I look at a collection, I should see five options in the upper right corner and all five should be text links with icons on the right end

Currently, the upgrade/downgrade actions are buttons. Screenshot: screen shot 2014-09-09 at 5 57 20 pm

Suggested glyphicons: Hand_up for upgrade Hand_down for downgrade
