Copyright acknowledgement

STORY Add a click-through copy right acknowledgement on Powerpoint and PDF downloads

ACCEPTANCE

• [ ] When I download a Powerpoint file I get a popup copyright acknowledgment box
• [ ] The box displays the text in the comment below "It is the patrons ..."
• [ ] If I click acknowledge (or OK), the download proceeds
• [ ] If I click cancel, the download is canceled
• [ ] BONUS - do this on the PDF download too if it's ready

If possible, use internationalization to store the Copyright and Usage message in config/locales/en.yml so that Tufts can easily modify the wording in the future.
