As an application developer and owner, I'd like to be able to (export &) import pre-configured collections for testing and demo, so that I'd have know, consistent data to work with.
DETAILS
Given a collection that has been configured within TDIL, e.g. tufts.uc:117 and exported via #202, I'd like to be able to re-import it by reading:
Type: course or personal
Owner
Creation Date
Title
Description(s)
Member PIDS (ordered)
Probably something like rake collection:import input_file.xml
ACCEPTANCE
[ ] I can import a collection from an input file from the command line
