Restrict results from solr to PIDs in the tufts: namespace. Reverse of https://github.com/curationexperts/mira/issues/467 and the commit that closed it: https://github.com/curationexperts/mira/commit/3c7f6bb2854205d44e082627ab5bf167b9498ba0
