This will require moving MIRA to Blacklight 5, and thus to Bootstrap 3. It'll take a week or so to shake out all the bugs. Okay?

The T-DIL SOW says in two separate places: "The administrator adds images to Fedora via MIRA" and "Images will be uploaded to Fedora via MIRA."

So, I think we implicitly made this choice when we decided to build T-DIL with Hydra 7 & Blacklight 5. I'm open to other ways of dealing with this, but I can't personally see a reliable way without having both applications use common data models.
