[x] Administrators viewing the main catalog index view should see "Personal Collections" box in the left sidebar below the "Course Collections" and "My Collections" boxes that lists all personal collections grouped by user (i.e. think of 4 level deep nesting for user collections with the userID being the root node for each group)
Alternately, there can be a button for administrators below the "My Collections" box that takes them to a view displaying all user collections - this list will grow exceptionally long over time.
