Allow third party content partners to leverage our code and processes in creating new language versions #1128

User Story As a CEO and VP of Engineering, I want to develop a process to allow third-party partners to be able to leverage our code, processes, and workflow in creating new language versions of content (like Feed The Monster, interactive books, or assessments) that is INDEPENDENT of our current workflow, So that we can expand our content creation capabilities while still maintaining review and release control over the content that gets released to production.

@Rajesh1041 Jeff and I would like to start talking about this one tomorrow as it will have a few moving parts:

1.) Solidifying the process and process doc. 2.) Revisit moving the app icons and manifest away from the Wordpress server and onto S3 storage so we reduce the amount of services we would need to give a partner access to. 3.) Developing external partner documentation. 4.) Running a partner through the process and documentation for questions and adjustments to the process and documentation.
