css: build with stack backend (or cabal) #61

The css is built with stack by default or by cabal if the env variable backend is set to cabal.

Ich hatte #60 aus Versehen geschlossen, weil ich beim rebase irgendwie meine Commits wieder im Working Tree hatte und er dann auf dem Stand von master war und dachte, es sei schon gemerged. cc @timjb

@Profpatsch Der Build ist rot. Die Fehlermeldung sagt etwas von einer fehlenden main-Funktion. Kannst du dich bitte drum kümmern?
