Purchase section buttons disappear #112

Purchase section buttons disappear when advancing to the next nation. All other tabs and buttons can also disappear in similar (but not yet documented) conditions.

Could not replicate anything other than the purchase buttons.

Could replicate by turning on screen sections, then bounding boxes, then turning off screen sections. Edit: This is not true. Buttons only didn't render because I also reduced the number of screen layers. Buttons reappear when showing all layers.

Buttons and tabs should always be on the highest layer, no matter what that may be. Layer 99 will always suffice for that purpose. Therefore there is no further issue here.
