Purchase section does not fully render when switching from neutral territories #84

First time switching from neutral territories view to the purchase window after incrementing the phase. Only the quantity and cost boxes are drawn

Works fine when incrementing through certain phases, but bug appears when incrementing to a new nation.

Was using PURCH_ALL instead of PURCH_TITLE when incrementing the turn phase. No longer using PURCH_ALL for anything but could be useful for a clear button or likewise in the future.
