UK occupying Dutch territory bug #87

Occupied Sumatra with the UK. No update in the log and the spreadsheet shows that it added 2 income to the Europe economy. I can also occupy Sumatra again with no effect.

UK needs to be able to pick which economy it is occupying neutral territories with.
