Purchase buttons graphics bug #99

Purchase buttons briefly appear then disappear when switching to the purchase tab.

Fully separated the main purchase section draw function from the purchase section buttons draw function. Fixed, but the space the buttons had occupied is blank when switching to the neutral sections tab.

Hide the buttons before drawing the other tab.
