Exclude routing through synthetix markets during off hours and weekends when swapping. #94

Currently the smart router will route through synthetix markets regardless of whether or not those markets are closed. This transaction will fail. We need alternative routing when these markets are closed.

****update: all synthetix assets are being sunset with the exception of susd. we will need to exclude those as well from the router (sbtc, seur, etc)
