📖 Document AGU Notebooks Now background #11

Small changes to document the background stating the collaborations started out of AGU Notebooks Now. I have removed the statement saying that this will be guided by AGU though (as well as renaming the repository), both are a bit presumptive -- and in talking to Jeff today, the jats4r working group may actually be a better home for this work.

It is probably best to continue without this language for now as we are gaining technical consensus, the home for the process can evolve over the coming months.

This can also evolve after the first meeting with AGU (Dec 21), seeing what their appetite is for these docs/direction in the wider group.

@rowanc1 the name for the project, also in the proposal is Notebooks Now! and suggest using this, pointing to the website https://data.agu.org/notebooks-now/. Also see the proposal citation -> https://doi.org/10.5281/zenodo.6981363. You can also point to the meeting page -> https://data.agu.org/notebooks-now/2022/11/03/nn-workshop-recordings.html. +1 to jats4r if it can be an open group.

Fantastic, this is already pointing to the website (link at the bottom though). I will update the Notebooks Now! and add the reference in!
