Button Card breaks HA 2023.4.0b3 layout (secondary scrollbar, doesn't go away)

Describe the bug Button Card breaks HA layout:

• additional scrollbar is created
• a small space is injected at the very bottom of interface

This issues "sticks" when user navigates away from dashboard (e.g. switches to settings) until tab is realoded

Additional context

• This problem is separate from #671
• Problem is caused by <button-card-action-handler> element
• Recently native <action-handler> elements in ha frontend had similar issue, that was fixed by changing its css position from 'absolute' to 'fixed' (check their pull request 15978)

Version of the card Version: 3.4.2

To Reproduce The card config doesn't matter

type: custom:button-card

the problem starts when user loads view containing any Button Card
