Fix version number in HA #424

Version is still showing 0.0.14 in HA, this bumps up the manifest version to 0.0.16 so you can make a new release.

Or should it be "version": "0.0.15"

yes its right. i anticipate the next release to be 16 so that when the developer makes it they dont have to again forget to update the manifest.
