refactor: logger class dependencies

Changes

• Refactored and simplified classes on which Logger is dependent so it can be moved to core module
• StaticSettingsProvider is renamed to BuildEnvironment to reflect more descriptive name
• Added logLevel to Logger so it can be updated directly
• Fixed related tests
