update hosting API version used #196

We need to keep up with API changes on the hosting side and start using v2 as the template stuff starts to take hold.

Sorry to keep pulling the rug out, but it'll be v3. The only substantive difference is that it'll serve only templates.

@tmcw, do you think we should linger on v2 on the iPad for a bit? Interactivity on older tilesets will no longer work with v3.

Backing this out a sec -- just had some chat conversation and we're going to go to v2 for now so that both Hosting and personal TileStream are supported, as the latter only does up to v2. However I will still drop formatter support in favor of just templates and just treat formatter layers as non-interactive.

Sounds like latest thinking here is to support v3 on Hosting and v1 on TileStream, take stats on who's still using TileStream, and possibly remove the feature.
