Plex loads the Picons from the URL that is provided by OpenWebIf.
If that is an URL pointing to an internal IP address, Plex cannot load the Picons when using Plex remotely.
My suggestion is to add option -i or --icon-url to provide a custom Picons URL, like http://mydomain.example/picons.
