popup when app requests network data #268

When a program asks for network access, popup a dialogue "allow/deny".

This answer should be added to the whitelist or blacklist, depending on which 
the user last selected.

Additionally, the user should be able to select 'popup' as an option on the 
white/blacklist, so that app triggers the popup.

So... usage
1) select whitelist or blacklist
2) select all apps as 'popup'
3) select allow/deny as apps trigger popups

This would be useful when I don't know which apps to allow/deny on the list, 
but I *do* know that when I start an app I want to allow it, even if I don't 
know what it's called.
