Changing quality then rewind hitting player stalled #1637

I can rewind a video (FE tests) but if I change the quality, then I get the error “Player stalled” and console showing all slots consumed, and I cannot rewind (it just frame steps)

Found while testing 1.3 Original went from 720 -> 144 -> 720

TODO: Add more details regarding the environments, and is it the change of quality or using a specific sequence of qualities.
