Add igwn.org to the default branch #169

This cherry-picks #163 and #164 to the default branch, in order to make /cvmfs/software.igwn.org available.

@jblomer Please distribute this. LIGO is waiting on it before completing the migration of their code to the new software.igwn.org repository, moving out of oasis.opensciencegrid.org/ligo.

Thanks for the PR! This is now on the testing branch. I'll roll it out to production on Monday (earlier if it's urgent).
