Changing the port to use the Pelican cache.

@DrDaveD @brianhlin @bbockelm Should I change the ports for the other new Pelican caches? If so, should I set http or https in the non-auth config?

I think the Pelican software should instead be changed to be compatible, to support http on 8000 and https on 8443.
