Migrate documentation source from RST to MD #3379

The cvmfs technical documentation sources should move from reStructuredText to Markdown.

We should then move from sphinx to mkdocs at the same time, as per suggestions of @boegel .

As mentioned to @vvolkl, I'm happy to help out with this.

We've recently done this exercises for EasyBuild, so I'm quite familiar with the process.
