Course-Edit: 'save' button always disabled #60

If I want to create a course the 'save' button is always disabled, and displays the tooltip: 'a course must contain at least one module' regardless how many modules I add.

However, if i want to edit a course that already has a module, the save button is not disabled For this case it is not required that the module has a question
