crossbuilding with dotty and scalac #238

Is there any need for something like this or will dotty be just backwards compatible to 2.11?

Our resources currently limit us from being completely compatible with all versions of scalac (we might migrate to 2.12 eventually). I think it would make sense for library authors in the long run. But currently - it would go far down on the backlog for an MVP.
