[Frontend] Consider rough frontend #18

Why

After DTO format is decided, we can start to consider the frontend. In this ticket let's implement rough UI of frontend. Note that it's OK there is no actual backend call is implemented at this point.

Definition of Done

Dummy frontend UI is implemented and make it accessible at local PC.

How

Implement frontend by Streamlit.
